Charlie was born on September 20, 1946, to Durward “C.D.” Owens and Mildred Corbitt Owens. He was the beloved husband of Jessie “Lee Ann” Owens, who preceded him in death. A devoted father and grandfather, he is survived by two children: Josh Owens and his wife, Sarah, and Sara (Owens) Waldo and her husband, Darren. He also leaves behind four granddaughters, Lydia, Riley, Eliana, and Eila, along with two brothers, Garnett Owens of Bowling Green and Gary Owens of Seymour, IN.

Charlie’s professional life was marked by his role as a district manager for the Kentucky Revenue Cabinet in Bowling Green. He served his country as a lieutenant in the U.S. Army, stationed at Fort Red Cloud in South Korea, adding to his reputation as a dedicated public servant.
